I think that if you do not catch the  serial or the call or both correct or you 
think is not correct the best
is to ask  AGN AGN before give the report, if not answer was no for you and call 
 CQ again

I think make the things easy and fast

But if you're CQing, you generally send your report first. The problem
scenario is this:

> CQ TEST N6ML N6ML CQ
< N6ML 599XTOGPAQU DE W1ABC
> W1ABC 599 325 325 W1ABC
< TU 73 W1ABC
> NR? NR?
[nothing - he's gone]


So what do we think is the appropriate protocol here. Should we refuse
to send a report to him until he calls us properly, with only his
callsign, and not his report?
