[RTTY] correct time

I have used Dimension4 for several years. One reason is that I have multiple 
systems (each runs Dimension4) and I can keep the systems synchronized in 
time. But just as important is keeping accurate time for the log.

I began using Dimension4 when I started operating JT65-HF last July.  It
keeps my computer accurate to within a tiny fraction of a second.
