[RTTY] correct time

The default,even in W7, is to check once a week.  At that sample rate,
you might as well just set it to your watch once a week.  Although the
w32time client has improved over time, it's still not fully compliant
with the relevant RFCs.

Since it's *free* to download Meinberg's Windows port of the NTP
software and simple to configure, why would you *not* want your PC's
clock to always be within a few milliseconds of UTC?

Mac and Linux users have a proper NTP client, though the default Mac
settings could be better.
