The procedure for filing comments on any RM is handled at the
FCC's web site: http://apps.fcc.gov/ecfs/

There are links for comments as a Word, PDF, etc file as well
as a form for submitting "short" comments and a "manual" for
using the system.  While lawyers would use a particular format
for the filing (see ARRL's Petition), the Commission will also
accept basic letter formats from individuals.
