[RTTY] Code Permutation Tape Printer - what?

That would have been a punch ... the pictures here do not show a
punch rather a print wheel of some kind with a limited symbol set.
I'd almost expect this to be some kind of custom tape printer -
like an old financial quote "ticker" - perhaps a rail schedule
wire.
