[RTTY] TinyFSK modem for 45 and 75 baud

EXTFSK produces timing jitter that can make the signal harder to decode,
depending on many aspects of a given situation, such as weak signal
strength, QRM, QSB, QRN, etc.  It works, just not as well as a proper
hardware UART solution.
