[RTTY] windows 8

MMTTY, WSJT-X (JT65 and JT9) and DigiPan all work fine with
Windows 8.  Other than the user interface ("modern" vs. the
older desktop) there is no substantial difference between
application support in Windows 7 and Windows 8.
