[RTTY] [rckskimmer] RTTY-spots spamming the DX-Cluster

Joe, I don't see the parallel with W3LPL-3, because people's complaint 
about his re-spots is that they could be from anywhere in North 
America.  Nonetheless, we'll look into the issue.

What is DCS?  Sounds like I'm missing a piece of the puzzle.
