Lacking any other source, it is included (in three parts - Kaliningrad,
European Russia, Asiatic Russia)) in the ADIF specification-

the Russian Districts Award list - http://www.rdaward.org/rda_eng.txt

What amateurs refer to as "oblasts" are more properly termed "subjects"
including: 21 republics, 46 oblasts (provinces), 9 krays (territories),
1 autonomous oblast, 4 autonomous okrugs (districts), and two "federal
