I suggest you and many others query Dave Sumner K1ZZ via k1zz at arrl.org 
as he is deeply involved in theInternational Amateur Radio Union (IARU) 
preparations for the next World Amateur Radio Conference (WARC).

If Dave can't find a receptive ear with his contacts, I don't know who can.
