ARRL's structure is based entirely on the "Field Organization" - the
Field Organization consists of ARES and the National Traffic System.

In order to progress in the the field organization, one must be active
in both ARES and NTS.  Thus, the Board is always stacked with ARES/NTS
and EMCOMM zealots who know nothing about HF operation *unless* the
contesters and DXers organize and promote individuals friendly to
*real* operating activities and not the Keystone Kops, shack on a belt,
no code, Cracker-Jack License world of EMCOMM.
