[RTTY] PACTOR III Start Date ...

Looking at scs-ptc.com's pages archived at archive.org, it appears that it
was released somewhere between Feb-Aug 2002.

If you have never used archive.org, its tremendous, it keeps snapshots of
websites since the 90s,
