[RTTY] W1AW/5 Texas RTTY on 17 meters

To make it clear those frequencies work but are subject to PACTOR BOT
QRM on 17 meters.

The PACTOR BOT sub-bands on 30, 17 and 12 meters are 10.140 - 10.150,
18.105 - 18.110, and 24.925 - 24.930 although there are no listed
automatic operations on 12 meters.

Nominal JT65 and JT9 activity on those bands based on the frequencies
in the WSTJ-X set-up is:
               JT65                  JT9
   30     10.138 - 10.140.5    10.140 - 10.142.5
   17     18.102 - 18.104.5    18.104 - 18.106.5
   12     24.917 - 24.919.5    24.919 - 24.921.5
most activity is in the first 2 KHz of each of those ranges.

There is obviously contention between JT9 and PACTOR BOT usage on both
17 and 30 meters - not including the non-US PACTOR BOTS that QRM all
of 30 meters.
