Up has nothing to do with it, even calling him on frequency is illegal in
the US. Are there are Official Observers (OO) on RTTY? If so they should
have been quite busy.

I don't find it hard to believe at all. We are now in the 12th month of
the W1AW/n portable operations and there STILL are a legion of people who
are utterly clueless about what UP means! On all modes!
