[RTTY] The Empire Strikes Back....... RM-11708

How can something that was never presented to ARRL
members or hams in general be misunderstood? According
to the ARRL it was introduced by only one person and no
organization or other entity lobbied for it. Still want to know
who's behind the curtain.......
