[RTTY] ARRL board of Directors meeting this week

I was looking back in the September 2004 QST and found an interesting 
tid-bit.

In the 'It Seems to Us' column, K1ZZ talked about bandwidth.  Among other 
stuff, he said "Despite these difficulties, and with the admonitation 'if it 
isn't broke, don't fix it', firmly in mind, in July of 2002 the ARRL Board 
concluded that the time had come to regulate amateur subbands by bandwidth, 
rather than mode"

But, what I though was really interesting, he went on to say, "The Board 
reviewed a draft petition for rule making at its January 2004 meeting and 
asked the Executive Committee to contiue polishing the draft.  The Executive 
Commitee reviewed a revised draft at its March meeting and found that a few 
corrections still needed to be made, but took the important step of deciding 
that a synopsis and explanation of the petition should be made available to 
ARRL members before (in italics) it is filed with the FCC."

Kinda wonder what happened to this proposal back in '04 and why we didn't 
get a 'synopsis and explanation before the petition was filed' brought to 
the members this time.
