[RTTY] Arrl requests digital mode comments

Please also note the region 1 and region 3 IARU band plans listed on the region 
2 page.
These plans have been there for years.
Additionally, in the USA, the ARRL have recommendations at
     http://www.arrl.org/band-plan

Furthermore, the terminology varies. The term "RTTY" sometimes includes  PSK31, 
PSK62, etc.
I guess we have to be very specific!
