[RTTY] Ex-parte comment filed on RM-11708 by N9NB

I've read the filing of N9NB and conclude that it well
defines the situation; albeit a bit repetitive. Perhaps
that's what is needed -- stating the obvious.

Hopefully the contents of this filing will be considered
in spite of the filing date. It does make perfect sense!
