Remember - the reason ARRL gives for RM-11708 that it protects against
even wider modes is proven false by the removal of the 300 baud limit.
There is no need to remove 300 baud to limit data mode bandwidth to 2.4
KHz (the width of a current PACTOR 3 signal.
ARRL and Winlink.org want high symbol rate SSB width signals and to
force PACTOR 4 into the CW/RTTY bands where it will not face QRM from
other wide bandwidth modes (SSB, RTTY and digital voice). PACTOR 4
is designed to withstand interference from narrow band modes but it
can't handle wideband interference! However, high symbol rate data
mods are essentially identical to digital voice modes (which are legal
now in the "phone" bands - where do you wideband data signals should
be?
Of course Winlink is arguably illegal as a prohibited communication -
see 97.113(a)(5). Since there are easily two dozen commercial entities
providing maritime e-mail and maritime internet access the regular use
(daily, weekly, monthly) use of Winlink for that access is prohibited.
Without Winlink, what use is there for PACTOR 4?
