The reason nobody sends CQ at the end of a CQ transmission in a CW
contest is because the stations working the CQer don't send their call
in their exchange transmission, hence no confusion as to who is CQing.
For those tuning the band instead of the internet in a RTTY contest,
there can be great confusion as to "whose frequency" it is when you see
a call sign, especially since a complete contest exchange sometimes does
not even contain the CQers call sign; thus a CQ after the CQers call
sign in the confirmation by the CQer is desirable, as well as at the end
of a new CQ transmission.
