[RTTY] ARRL Request for Member comment on Proposed HF Band Plan Change

Be sure to read the K1ZZ editorial linked from the article. I also just 
got some material sent to me
about the "unattended" guys pushing for exclusive use of the auto sub 
bands in their comments
to the request, sorry don't have permission to use his call but it's 
legitimate information.

The more I look at this it's only a way to justify RM-11708 after the 
fact. I'm also going to request
that the replies to the survey be made public when I send in comments.
