Not true. 

The 40 meter digital band plan was updated just a few years ago as a
result of a comment I made about the CW QRP calling frequency and the
RTTY DX calling frequency both being 7040.  K1ZZ picked up my comment
and soon after the QRP freq was moved to 7030 where it still is today.
The point being changes can and do happen when there is good reason.
