[RTTY] RM-11708 Status

I received a couple of personal notes on this and yes, there have been  
comments posted. My request dealt with the status of the RM. It was  
opened in Nov of 2013 and has not been updated since.

Normally there is a limited period for comments, followed by another  
limited period for reply comments.

This RM just seems to be sitting there idle without progress. The  
status still shows "OPEN" as it has been for well over a year.

Thus, my request for more info.
