Perhaps ARRL needs to beef up the OO program and start issuing "cards"
again for bad operating.  Then the Commission can go back to the old
days and require at least five years as a General *with no OO notices*
and a minimum level of on the air activity (e.g. qualify for TPA and
DXCC) before a licensee can upgrade to Extra.
