Not necessarily.  Often it happens that there are two or more stations
each of whom thinks they are the one the CQ station is working and
both of them will log him.  This means the "wrong" one will not call
you again on that band because he thinks it would be a dupe. The CQ
station and the "wrong" one both lose a Q.
