[RTTY] RTTY Skimmer Server 1.2

Thanks Alex. From what I observed in SPDX RTTY, this new version seems much
better at not spotting S&P stations. I was S&P for the entire contest and of
those skimmer stations that were running the new version, none of them
spotted me.

Alex, your work on the RTTY skimmer is much appreciated.

RTTY Skimmer Server 1.2 that was successfully tested in the SP DX contest is

If you are using version 1.0, please replace it with the new version
a.s.a.p. This version does not introduce any new functionality, but the
accuracy of decoding, callsign extraction and especially CQ/DE detection is
improved.
