Maybe they are doing that on purpose - maybe not.

I can easily believe it's an oversight on a macro setup - done that myself a 
few times over the years - and it's one of those things you may not actually 
noticed it until I was 10 minutes into a contest with your attention focused 
on a ton of other things as the contest kicks off.

My repeat key has a trio of the exchange - the 5NN is not repeated.  Someone 
getting in on the end of that QSO hearing only my repeat may think I'm not 
sending the 5NN.

In one instance I remember a guy asked me for the RST and it drew my 
attention to the omission.

My point is not to make excuses for another guy.  But I think among 
especially the serious competitors, something like this is a byproduct of 
oversight rather than some way to cheating on the exchange and by doing so 
risking a DQ as well as the black mark to a guy's reputation that would come 
along it.  Especially when you consider there are probably many guys with 
full SDR recordings of the entire contest making it now possible to double 
check this sort of issue.

So my thinking is that Rich has it right - focus on what we are sending - 
and let the other guy worry about his end of the contest.  And trust that 
the various contest committees are taking care of whatever needed policing 
action would be required to preserve the contest's integrity.

Obviously not sending the RST is a violation and I am not sure how the
contest supervisors handle those situations.  I do not place my call at
the end of the exchange,  I do send my exchange (serial #) twice.
During S&P I only send my call.  The other station knows his/her call.
My macros have evolved over time with input from W0YK and AA5AU.   I am
just glad that the other station responds to my CQ.  The format of their
message is something I cannot control. Everything you mention is stuff
we have all seen and is just part of the "game".

Have Fun that is what it is all about.  There is very little you can do
about what the other station is sending or not sending.
