[RTTY] USOS Transmitting Again

Jim--I had the same issue during the RU, using Tinyfsk/2Tone for transmit.
Since then Andy, K0SM has updated the Tinyfsk software so that no matter
what decoder the other station is using the copy comes out correctly.
