Given that it is not *clearly greater than the required distance*, the
rules require that it *not* be made separate entities.  The rules are
that there shall be no ambiguity.

If the Awards Committee had wanted four entities, they should have made
Bonaire the successor to Netherlands Antilles and Saba/St. Eustatius
successor to the old St. Maartin/Saba/St. Eustatius entity (but then
there would have only been *two* "new ones" on 10/10/10).

It's all politics.
