Slight clarification. You don't "need" 10 QSOs before you can send. You can
send or receive a QTC with between 1 to 10 QSOs.

In the first hours of WAE, QTCs are usually 10 QSOs. Toward the end when
rates drop, many people are happy to get any QTC no matter its size.
