The data rate on an OOK (on off keying) waveform dictates how fast you have
to turn a signal off and on. You can modify the waveform by shaping the
ramp up and ramp down transition between the dwell times. As to power
bandwidth, if you measure the power 500 Hz away from the carrier with 1 watt
output and then again with 100 watts, your measurement will now be 20 dB
higher.
