Hey we who work in the Water Industry have been fighting these kinds of battles for years with EPA...too many lawyers and not enough engineers or scientists...and the lawyers just generate the nonsense ideas that are next to impossible to conform to...

while employing so few engineers who understand the implications of such 
dumb proposals as BPL -- agreed, we gotta respond -- and heavily
