[SCCC] Help with a project

Moved here form Minnesota in August. Live in a HOA with restrictions on antennas, so I am using a wire in the tree with a tuner. It works, but very difficult contesting. 

I have purchase a crankup with the intention of putting it on a trailer to make a portable contest station. 

Does anybody know any welders who would be good with such a project, money is not unlimited! I have seen many such designs on the net, but have never seen one up close. 

Any help with this would be greatly appreciated!
