If you have pre-2002 issued IRCs, originally issued outside the US, 
you should redeem them for cash (stamps) prior to January 1, 
2007.  There is nothing in the statement that precludes turning in 
'really old' ones, but it might be covered elsewhere in the bulletin 
mentioned in case anyone wants to pursue those details.
