[SCCC] Curiosity Question 7100 - 7125 KHz

I noticed D4C CQing in the band between 7100 to 7125 where US amateurs
cannot operate, with no split.

Besides Canadians, who is allowed to operate there?   Europe cant use
it, can they?   I don't think Japan can either.  So, what is left, Canada and
South America?
