[SCCC] Permanent IP addres for N6NC Remote Skimmer

Thanks to Joe KR6NA's help, we have a permanent IP address for the N6NC remote skimmer. It will automatically update the underlying dynamic IP address if ATT changes it, so all you have to keep is this address for the N6NC remote skimmer:
