Rick,
The relay noise is not normal. Mine closes with a quick "clack."
I'll bet the guys at Ameritron can diagnose that problem over the
phone. They have repaired tons (literally!) of these amplifiers,
and there is no substitute for experience. They have helped W7WW
and me with our AL-1500's many times.
My meter switch has good click stops.

My multi-meter switch doesn't have much of a click on the stops.
Ameritron sent a replacement switch and it has nice click stops.
Amp not worth shipping back, but a nuisance.
