[SCCC] Attention Rovers and VHF Contesters

I haven't had a chance to read this we page yet because I am out and on my phone.  But apparently it is some service used to aid the new spotting rules for VHF contesting and rovers.  Since there isn't much time (contest is tomorrow) I am taking a chance at posting it here before I have done any research.
