[SCCC] Help Stop Vanity Call Sign Assignment Abuse

I take it that if you held 12 call signs in the last year, that all 12 
of them would not be available to be re-issued for another year or two. 
Maybe the rule should reserve only your latest previously held call and 
let the rest return to the available pool. What unintended consequences 
would that have?
