You do NOT need to be a legal resident of the U.S. You do NOT need a SSN.
You ONLY need a U.S. mailing address. It can be ANYONE'S mailing address. A
fellow ham friend, old college buddy, ANYONE whose address can be shown on
the ham license.

First:  The rules are that Call Signs may be issued to LEGAL RESIDENTS of
the USA.. Citizenship is not a prerequisite only a active social security
number is needed. 

Second.  Is it not time to put all the moaning about Incentive Licensing to
bed already.. 

Incentive Licensing was a disaster for Ham Radio when enacted back in 1968.
It was a mistaken idea that since CW Helped the war effort in WW2 it would
have relevance 25 years late.  It caused a significant decline in the number
of hams threatening the loss of the bands and directly resulted in the
DEMISE of EVERY USA HAM gear company.

Fortunately that disaster was finally corrected in 2007 with the demise of
CW as an impediment to licensing.  It has had the fortunate result of our
numbers increasing again protecting our bands and giving incentives to USA
and other manufacturers to build new and better ham gear.   

Sure it brought a few lids into the CW Portions but there have always been
CW lids.... the overall benefit of more active hams helps us all....

What I don't like is that there are many, many non US citizens that hold
extra class 1x2s and 2X1 callsigns and have never used them. When I applied
for a Club callsign years ago, I did not choose either but instead a 2X2
just so they would be available for others. Now even 2x2s are scarce.

I don't know the current rules on issuing of 1x2s and 2x1s callsigns to non
US citizens, but there should be some kind of proof that it is needed before
it is renewed.

A thought from an old fart, a local friend went from general to extra class
in 6 months, great for him, but never had to take any code test. Now he has
access to the restricted CW portions of the bands but doesn't know CW. So
much for the original purpose of incentive licensing...

The whole vanity call sign issue is "a tempest in a teapot."
