[SCCC] Petition by Pete Smith N4ZR on ARRL Transparency

It's interesting that when I look at organization structure on the ARRL
website I see this: "*ARRL* <http://www.arrl.org/about-arrl> is a
representative democracy — its members control its policies through the
power of the ballot."
Let's make sure they know this.
