I understand that KB6NU,COM has  a copy of this policy with certain
provisions of concern highlighted.  I don't have the link handy for that
one. 

Board proposals and independent analysis of them can be found on
www.myARRLvoice.org  along with many of the letters on the subject sent to
League officials by clubs and individuals.
