That's a very good question.
Radio laws in Japan are not as simple as in other countries.
It's very complicated.
Although the band has been expanded. Each station must apply
to the Telecommunications Administration for the addition
of SSB as a new modulation scheme.

In a few weeks, there will be stations operating on SSB.
