It used to be against the rules, but that was changed several years ago, as
146.520 often sat vacant during major operating events, and the opportunity
to engage casual listeners was unavailable.

That said, it is poor practice to monopolize a calling channel; on the East
Coast they'll run you off your mountain for doing that.  An acceptable
practice is to run stations in sort (three-to five-minute) bursts, then
leave the channel to others for 30 to 60 minutes, depending on how busy it
is.  If there are many stations calling you, it's the preferred practice to
move your pileup to another simplex frequency that is not currently in use.
