[SCCC] Powerline Noise?

I went thru this recently with Edison, and I need to re-visit it.

It is really hard to place the initial call.   If you mention the word "arcing" they freak out and tell you not to touch wires, and to call 911 etc.
They will send out a truck immediately.  You explain it to the lineman, and they get it, and change it to an RF noise complaint.  If you say something
about noise on radio etc, it goes over their head.

They sent out a contractor a couple weeks later with the right equipment to isolate which pole or poles the noise is from, and then he
puts in a repair order.   SCE has 90 days to fix the problem.   I followed up a while back, and they lost the repair ticket, and I back to ground zero with them.
