I get the feeling they don't get many RFI complaint reports anymore.  Their website has no form for it, and you must call the 800 number, which I did a couple weeks ago.
The call center employee was focused on "can you see the wires arcing" etc.     The magic acronym to use is RTVI. (Radio and TV Interference).  You have to be persistent to get routed to the right person.

They sent out a regular lineman to talk with me, and I showed him the poles on the street behind me that I DFed the interference down to.   A week later a contractor called me, and he is setting up an appointment to come out.
