I can perhaps add a small bit of data to this discussion.
While you can't upload two QSOs that perfectly match (and maybe even that
have slight time differences) - you can upload two QSOs that match except
for your own callsign.
I upload duplicate QSO entries all the time - one with N6TR and one with
N6TR/7. That way - regardless of how I am logged - the QSO will match one
or the other. Then you can combine them for awards.
This probably doesn't open the door to any easy solution for the county
line problem - unless everyone decides to adopt some kind of definition of
what you can put after the / sign to identify your county. However, even
with that - it would be a pain getting callsign certificates for each
county and dealing with all of the individual uploads.
I know the ARRL keeps thinking about a major LOTW upgrade - and
certainly tackling this problem would be a worthy feature to include in
that.
