[SCCC] SCCC Digest, Vol 228, Issue 20

Dennis, I put it below the address.  I printed my SAE like normal.  I 
think it just tells USPS to send the envelope to Japan instead of 
directly to Mongolia.  I don't know the reason, but I always assumed 
that USPS didn't service Mongolia.
