[SCCC] 2022 International DX Convention Cancelled

It was a perfectly reasonable thing to cancel Visalia because of Corona
virus concerns.

As it was scheduled for three months in the future, I would have
waited until we were closer, but the committee made its decision.

Regarding a possible small, informal gathering like we tried to do last
year, let's wait until  two or three weeks before the scheduled date and
see if it makes any sense.
