The UK RSGB overlays Backpacker category with a 4 hour limit onto different contests it holds in the UK. I think having that in contests could only help.
In addition, I’ve always thought a category should exist for many contests such as ARRL DX or CQWW for Suitcase DXpeditions as it’s seems ridiculous to put the limitations of a plane bound station in the same category as a fixed station with 7 towers, stacked Yagis, hardline, 2k amps.
Change is never easy.
